Upgrade following templates to pass openstack_taster security and volumes test suite (if volume service is available)

• CentOS 7.3 ppc64, ppc64le
• CentOS 7.2 ppc64le
• Debian 8 ppc64, ppc64le
• CentOS 7.3 x86_64
• CentOS 6.9 x86_64

This would involve manual testing and moving template files from the old bento repo to this new repo.
